中國過渡政府特此向你們發出強烈呼籲,懇請貴國政府對目前在嚴重冰雪災害中飽受煎熬的中國人民施與援手、給予人道主義的援助。

自2008年1月以來,中國安徽、江西、河南、湖南、湖北、江蘇、上海、浙江、廣東、廣西、重慶、四川、貴州、雲南、陝西、甘肅、寧夏、青海、新疆和新疆建設兵團等20個省市、自治區遭到歷史罕見的冰雪災害。截至目前為止,受災人數已超過1億。冰雪災害還造成農作物受災面積超過7270.8千公頃、倒塌房屋超過10萬間,損壞房屋超過40萬間,直接經濟損失超過540億元人民幣。雪災導致中國航空、鐵路、公路秩序混亂,僅廣州火車站數日來就有80萬旅客滯留,鐵路沿線滯留旅客面臨食品、衛生、住宿、安全諸多問題。

來自中國的報導表明,中共政府再一次實施掩蓋欺騙的伎倆,不讓雪災的真實情況公諸於眾。從許多年前的唐山地震到近年的禽流感、薩斯病,掩蓋欺騙從來就沒有被杜絕過。時至今日,外部世界尚沒有全部、完整的資料。從互聯網上洩露出來的資訊看,危害的程度超出了人們的相象,中共政治局9名常委全部出動,從側面透露了事件的嚴重性。

中國虛假的經濟繁榮破壞了中國的環境和生態平衡,民生保障機制極其薄弱,社會結構對突如其來的天災無招架之力,救災、援助、搶救的機制處於癱瘓狀態。內鬥之中的中共對於雪災的搶救,仍停留在借機宣傳黨的救援成績,救援實效和宣傳存在著巨大的差距。中共政權已無力處理此次雪災,而近期暴風雪則有持續加劇的傾向。

中國過渡政府已於日前發表聲明,關注並問候雪災受難民眾。中國過渡政府呼籲國際社會,請求救護和援助中國災民。過渡政府已成立受災民眾自救委員會,在各受災省份分別設立聯絡員,收集各受災省份實際災難情況,並由專人統計資訊整理資料,視情況遞交聯合國相關部門。

目前的中國社會在一黨專制之下,民不聊生,腐敗橫行,反抗中共暴行的維全運動此起彼伏。《九評共產黨》引發的退出中共的三退浪潮也在徹底動搖著極權、殘暴、反民主、反自由的中共政權。中國過渡政府應運而生,順天應人,是歷史的必然。

鑒於中共政府沒有信譽、沒有能力、沒有道德力量,也沒有中國人民的信任,他們不可能妥善、公正的管理、使用、分發國際社會的慈善捐款。中國過渡政府決定,這些善款將由國際紅十字會和中國過渡政府指定的代表共同處理,把款項分發到每一個真正需要救援的中國民眾手中。

請貴政府對在專制及天災雙重壓迫之下的中國人民施與援手。中國人民將記得在他們處於危難之中伸出援助之手的各國政府和人民。

The Chinese Interim Government (CIG) hereby appeals to you and request your sincere help and humanitarian aids to Chinese citizens who are suffering from the severe snow storm and icing conditions in China.

Since January 2008, record-breaking snow storms have hit 20 provinces and major municipalities including Anhui, Jiangxi, Henan, Hunan, Hubei, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Shanxi, Gansu, Qinghai, and Xinjiang. As of present, over 100 million people have been affected; crops in over 7 million hectares of farmland are frostbitten, over 100,000 houses collapsed, over 400,000 houses damaged, and with a direct economic loss of over 54 billion Chinese Yuan. The blizzard caused complete chaos in Chinese air, rail, and highway systems, 800,000 passengers were stranded in Guangzhou Railroad Station alone. Along the railroad lines, much more stranded passengers face the harsh conditions of food shortage, increased health risk, absence of suitable lodging, and threat to personal safety.

Reports from China indicate, as usual, the Chinese government again used the tactics of deceiving and cover-up, to not let the real situation of the disaster known to the outside world. Deception and cover-ups, from the Tangshan Earthquake many years ago to recent Bird Flu and SARS epidemic, have never been abolished by the regime. As of today, no complete, clear picture of the disaster is known to the world. From what is leaked out from the Internet, the severity of the damage is beyond people’s imagination, and the unusual fact that all nine of the Communist Party’s Politburo Standing Committee members are out to the field, is an indirect indication of the seriousness of the issue.

Falsification in Chinese economy can no longer disguise its widespread damages to China’s environment and its ecological system. Civil protection and emergency management system is extremely fragile; there is a lack of social structure to deal with sudden onslaught of natural disaster; and rescue and disaster relief system is paralyzed. The ruling Chinese Communist Party, busying with its power struggle while the disaster hits, is using this opportunity to bolster party agenda to glorify on its own, and there is a huge gap between the actual relief effort and party propaganda. The Chinese Communist regime is incapable to deal with the crisis, and the blizzard is reported to be intensifying in the near future.

The Chinese Interim Government (CIG) has issued a statement earlier on the development of the matter, and expressed sympathy towards those affected. The Chinese Interim Government appeals to the international community to lend a helping hand to victims in China. The CIG has set up a “Rescue Committee” to collect information from informants in disaster hit provinces, and will gather and compile the damage information and provide it to United Nations and governments worldwide.

Under the current authoritarian regime, corruption abounds and Chinese people’s defiance in fighting the oppressive Communist regime has reached an all time high. The publication of the Nine Commentaries of the Communist Party and the resultant Quit the CCP movement is also peacefully shaking the very foundation of the violent regime. The Interim Government of China is established under current condition to answer history’s call for an open, free, and democratic China.

Given the lack of credibility, capability, and moral strength of the current regime, the Communist government does not have the trust of Chinese people, and they are not able to manage and distribute properly the donations from international community. The Chinese Interim Government has decided to assign its designated representatives to work with the International Red Cross to jointly distribute the donated funds and supplies to needy Chinese disaster victims.

We ask your government to lend a helping hand to the people of China who are under the dual strikes of natural disaster and the suppression of dictatorship. The citizens of China will remember those governments and people who helped them when they needed the help the most.
