【大紀元7月8日訊】6月28日,英國前資深外交官、前英國駐巴拿馬總督瑟羅勛爵(見上圖。攝影:歐洲大紀元)在全球反23條聯盟英國同盟在中國大使館前召開的新聞發布會上發表講話,批評中國人權迫害及脅迫香港23立法,講話全文如下:
蘇聯解體后的二十多年以來,歐洲大陸各國紛紛進行專制體制向民主制度的轉變,在亞洲,南美和非洲也廣受歡迎,可是讓全世界遺憾的是,在一個世界各國都希望与其建立友好信賴關系的國家—中國,邁向自由的步伐正在倒退,情況正在惡化。
中國的極權狀況在過去的四年里不進反退。相對于中央對經濟領域控制的松散,江澤民統治下的政府卻對它自己的一億民眾的發起了一場人類史上最大規模的迫害。
十万多人被投入恐怖的奴隸似的勞改營,那里的看守被明确地鼓勵無視所有的法律,對法輪功修煉者施与酷刑。成千上万的男士、女士、甚至小孩因為拒絕放棄他們對真,善,忍的信仰,被長期酷刑折磨致死。
近几個月中國改換了最高領導人,但情況并無改善:在某些地區鎮壓程度加劇。盡管几年前中共當局曾把法輪功作為一种能提高人民素質和身體健康的功法鼓勵其發展,鎮壓后卻發動大范圍宣傳運動在國內國外散布謠言,歪曲事實,誣蔑法輪功會危害社會。
在中國政府的高壓下,香港的人權正在面臨著逼近的威脅。英政府共同簽署的聯合聲明和基本協定規定了一國兩制:香港將繼續享有它原有的自由結社,言論和信仰自由的權利。像大多數國家一樣,出于保護安全和防止顛覆的目的,最后一任總督提出一條适合的憲法草案,但未被香港立法會接納從而留下了一個需要填補的空白。
香港政府目前提議填補這項空缺,它的新草案 23 條有几個方面無法被接受,削弱了香港法庭和司法體系确立法律的權利。北京的授意下,任何在中國大陸被禁止的組織也將被香港政府取締.這違反了聯合聲明的精神和原則。
英國政府已表示了懮慮并建議重新審議。美國和加拿大政府也提出了抗議,歐洲議會則通過一項決議,反對削弱香港人權。

SPEECH BY LORD THURLOW 28 JUNE 2003
In the last 20 years there has been a widespread and welcome transition from tyranny to democracy in all the continents in Europe after the dissolution of the Soviet Union, in Asia,in South America and in Africa. But to the regret of the rest of the world there is one spectacular instance of a reversal of the move towards freedom, in the worsening of conditions for the people of China, with whom all countries desire friendly relations of confidence.
China’s police state over the last four years has moved not forwards but backwards. In contrast to the loosening of central controls of industry the Government under Jiang Zemin has carried out the most massive persecution in human history against100 million of its own citizens:
more than 100,000 have been confined in horrific slave labour camps at the mercy of cruel guards explicitly encouraged to ignore all the state laws to perpetrate physical violence against the practitioners of Falun Gong.Thousands of men, women and even children have been murdered after prolonged torture for their refusal to surrender their faith, centred on
truth, compassion and tolerance.
There has been no improvement after the change of top leadership in recent months: in some areas the suppression has intensified. The abuses have been accompanied by a vast propaganda campaign at home and abroad of lies and distortion of facts to misrepresent Falun Gong as a harmful social influence,whereas for several years previously the authorities had encouraged its spread as promoting good citizenship and health.
And now there is an imminent threat under pressure from the Chinese Government to reduce Human Rights in Hong Kong. The Joint Declaration and Basic Agreement signed by the Governments of the United Kingdom and China provided for one country but two systems: It was agreed that Hong Kong would continue to enjoy its traditional rights of freedom association speech and beliefs. There was to be protection of security and against subversion as in most countries and the last British Governor introduced a suitable draft article for the Constitution which the Hong Kong Legislative Council refused to accept, leaving a gap to be filled.
The Hong Kong administration has now proposed to fill the gap but its new draft Article 23 is unacceptable in several respects, undermining the right of the Hong Kong Court and legal system to determine the law. Under prompting from Beijing any organisation banned in the Chinese police state would have to be banned in Hong Kong. This is a breach of the spirit and principles of the Joint Declaration.
The British Government has expressed its concern and asked for reconsideration. The United States and Canadian Governments have also protested and the European Parliament has passed a resolution in opposition to the reduction of Human Rights in Hong Kong.
On the 1st July a vast protest demonstration is due to be held in Hong Kong. We ask that the people of this country and the press and media should show their active concern and support the demand for the removal of the threat to freedom of belief and _expression.
