一、主辦單位:僑務委員會(以下簡稱本會)、教育部
二、報名地點:請向各駐外館處或華僑文教服務中心索取報名表格,或逕自本會網站/華裔青年活動專區(www.ocac.gov.tw)、本營隊網站(www.aidsummer.org)下載,並請於報名期間內備齊相關文件向各駐外館處或華僑文教服務中心辦理報名。
三、報名時間:2010年2月1日至2月28日(報名文件必須在3月1日之前寄達,逾期不受理)。
四、報名方式:親自報名或通訊報名。
五、申請資格:
(一)於2010年11月30日前,已滿17足歲,且未滿27足歲之華裔青年(以護照所載年齡為準),現居美國、加拿大、紐西蘭、澳洲、英國、愛爾蘭或南非地區,並以英語為母語,能以簡單中文溝通,身心健康、學行良好、能適應團體生活,且具高度從事志願服務意願者,為優先錄取對象。
(二)報名時已就讀11年級或以上之高中學生,於2010年11月30日前雖未滿17足歲,惟已年滿16足歲,亦可提出申請。
(三)個案核准開放部分名額供支持台灣之非華裔青年(台灣之友)參加。
六、申請手續:
(一)繳交下列文件:
1. 報名表(如附件)。
2. 網路登錄確認單(請參考附件之「登錄確認樣張」)。
3. 營隊注意事項簽回。
4. 醫療保險影印本。
5. 出生證明及僑居國護照影印本。
6. 最近6個月內拍攝的1.5吋半身照片1張(請黏貼於報名表)。
(二)申請人應在繳交文件前,先向就讀學校申請正式成績單,由學校直接郵寄至志工服務報名表收件處/Volunteer Program, c/o Culture Center of TECO in Los Angeles, 9443 Telstar Ave., El Monte, CA 91731, USA。
(三)線上報名網頁將自2010年2月1日起開放,申請人可至營隊網站(www.aidsummer.org)建立個人網路帳戶,填寫申請資料,上傳個人照片、自述短文及成績單複本。登錄資料確認無誤後,列印網路登錄確認單,連同上述文件於報名期間內,送達住家附近之華僑文教服務中心或駐外館處。
(四)錄取通知訂於3月底於營隊網站公告,獲錄取者應上網填寫確認單,並洽請家庭醫生填具健康證明表(如附件),於14天內將該表件郵寄至住家附近華僑文教服務中心或駐外館處,另須在網站個人帳戶登錄抵離台班機資訊及是否需接送機服務。因故確定無法參加者,亦請至營隊網站個人帳戶勾註不參加。
七、活動期間:自2010年7月4日至7月31日止,為期4週,預計招募華裔青年350位。
八、活動內容:
(一)第1週:英語教學訓練課程。
(二)第2、3週:前往偏遠地區國中、國小,從事英語教學志願服務。
(三)第4週:寶島參訪活動。
九、教學服務:
(一) 對象為國中或國小學生。
(二) 教學時間為週一至週五,每天8小時。
(三) 餐飲以中式餐點為主。
(四) 住宿以4~6人團體住宿為原則,男女分開住宿。
十、活動費用:
(一) 主辦單位負擔費用:學員在營隊期間之膳宿及團體交通、行政等費用,另為每位學員投保新台幣400萬元意外險及新台幣40萬元醫療險。
(二) 學員須自行負擔費用如下:
1.僑居地至台灣之往返旅費。
2.醫療保險理賠額度以上之醫療費用。
3.提前報到或延後離營之膳宿及其他費用。
十一、簽證:學員若欲延長停留期間,以致在台總天數超過30天,將無法適用免簽證或落地簽證,請事先向我駐外館處申辦適當停留期限之簽證持憑來台,否則若發生無法延長停留狀況,主(承)辦單位將不負任何責任。
十二、權利義務:
(一) 凡經錄取且參與服務者,除身體或不可抗力之因素外,務請完成英語教學營隊之服務;全程參與且無違反規定者,將由主辦單位頒發80小時中英文服務證明。
(二) 凡於完成服務後至網站上傳感言並修正教學計畫者,將由主辦單位發給活動紀念光碟。
十三、另為辦理本會與各縣市政府合作之「2010年海外華裔青年支援各縣市擔任英語志工計畫」,本會將錄取45位志工於7月間來台分赴台北縣、嘉義市、高雄縣、台東縣及屏東縣所屬學校或機構進行英語志願教學服務3至4週,志工服務內容大抵與英語服務營相同,有關各單位具體實施計畫請參閱營隊網站www.aidsummer.org。本項計畫由本會與各縣市政府共同辦理,本會協助志工招募、審核及媒合,其餘志工來台接(送)機、保險(含意外及醫療險)、教育訓練、社區服務、膳宿及生活管理等事項,均由各縣市政府負責。
Application Guidelines for
2010 Overseas Youth English Teaching Volunteer Service Program in Taiwan

APPLICATION LOCATIONS
Please apply through Taipei Economic and Cultural Offices in the USA, Canada, Australia, New Zealand, United Kingdom, Ireland and South Africa or their affiliated Cultural Centers (see the attachment for the detailed addresses). Application forms can be obtained at the above offices or downloaded online at the website of OCAC / expatriate youth activities (www.ocac.gov.tw) or the program website (www.aidsummer.org). Please submit the completed application package, the application form including other required documents as detailed in “Application Procedures”, to the above offices by March 1, 2010.
PROGRAM ACTIVITIES
The program will be held from July 4 to July 31, 2010. Volunteers will participate in training courses during the first week and teach English at one of various remote schools during the second and third weeks. Then, a tour of various areas of Taiwan will be conducted during the last week.
QUALIFICATIONS FOR APPLICATION
(1)Applicants must be between the ages of 17 and 27 (as shown on passport) by November 30, 2010, and must currently reside in the USA, Canada, Australia, New Zealand, United Kingdom, Ireland or South Africa.
(2)11th or 12th graders older than the age of 16 by November 30, 2010 are also eligible to apply.
(3)English must be the applicant’s native language.
(4)The applicant should be in good academic standing and health.
(5)The applicant must be highly motivated and have basic communication capability of spoken Mandarin.
(6)The program is recommended for applicants of Chinese or Taiwanese descent, but some limited openings are available for non-expatriate youths who are advocates of Taiwan.
PROGRAM INFORMATION
(1)Each participant will be arranged to serve at one of various remote schools after completing the training courses.
(2)Program participants will be assisting elementary or junior high school students at these remote schools.
(3)The volunteers will teach English with a self-designed lesson plan.
(4)Meals will be comprised of mainly Chinese food.
(5)Accommodations: 4 to 6 people per room, separated by gender.
(6)Participants must serve for the entire duration of the program except for health complications or other unexpected conditions. OCAC will issue a certificate of 80 service hours printed both in Chinese and English to those who have finished the whole program.
(7)Participants are required to submit a reflection essay at the end of the program. OCAC will reward a memorial program DVD to those who submit their reflections and revise their original teaching plans.
APPLICATION PROCEDURES
(1)The following documents (the application package) must be submitted:
Application form (see the attachment for a sample)
Internet Registration Sheet (print out the confirmation page after finishing online registration)
Signed General Regulations sheet (see the attachment)
A copy of the applicant’s health insurance card
Copies of the applicant’s birth certificate and (non Taiwan) passport
A 1½ inch photo taken within six months of the date of submission
(2)Have your school mail your official transcript to the following address sometime before submitting your application package: The Volunteer Program, 9443 Telstar Ave., El Monte, CA. 91731, USA.
(3)The program’s online registration will be open starting February 1, 2010 at the website (www.aidsummer.org). The applicant should create an account online to fill in personal information and upload an autobiography, a copy of transcript and a personal photo. After completing the registration procedures, print out the confirmation page (Internet Registration Sheet) and submit it with the above mentioned documents as part of the application package to the nearby Taipei Economic and Cultural Offices or their affiliated Cultural Centers as detailed in “Application Locations”.
(4)The admission status of the program will be posted to the applicant’s account on the website (www.aidsummer.org) by the end of March 2010. Those admitted should confirm attendance of the program online, have the family doctor complete the Health Certificate as attached, and mail it to the nearby Taipei Economic and Cultural Offices or their affiliated Cultural Centers within 14 days. If the applicant decides not to participate in the program, he/she should log in to the website and mark “ Decline” in his/her personal account as early as possible. Those who decide to participate are required to provide their arrival flight information online and submit a request for airport pick-up if necessary.
PROGRAM FEES
ž For the duration of the program, the sponsors will pay for the meals, accommodations and group transportation in Taiwan. The sponsors will also provide NT$4,000,000 travel insurance and NT$400,000 medical insurance.
ž The participant must pay the following expenses:
(1)Round-trip air fares from the country of residence to Taiwan.
(2)Personal medical expenses exceeding the insurance’s coverage.
(3)Accommodation and other expenses if the participant arrives earlier or leaves later.
VISA
The program will last for 28 days. The participant should contact the nearby Taipei Economic and Cultural Offices beforehand to apply for a proper visa. Visa Exempt Entry and Landing Visa are NOT appropriate for any stay over 30 days. The OCAC and program organizers should not be held responsible for any inconvenience that may be caused if the participant’s visa is overdue.
IMPORTANT NOTICE
OCAC will admit another separate 45 applicants to participate in the joint volunteer programs scheduled to be held in July 2010. Those applicants admitted will be dispatched separately to schools or government agencies in Taipei County, Chiayi City, Kaohsiung County, Taitung County and Pingtung County for a three-week or four-week English teaching volunteer service program. Those programs are co-sponsored by OCAC and local city or county governments. OCAC is responsible for recruiting overseas volunteers, while local governments take charge of the participating volunteers’ airport pickup, boarding and lodging, travel and medical insurance, educational training, community service, and daily supervision.
