中国天网人权事务中心成立（附英文公告）
【大澳门威尼斯人赌场官网12月31日讯】经250天试运行，六四天网于2006年12月31日改组为中国天网人权事务中心，并将在3个月到12个月内过渡到国际人权组织的运作模式和组织结构。
自1998年天网寻人事务所、天网寻人[六四天网]网站陆续成立以来，天网以陆地结合网络的办法，立足基层，为权益受侵犯者开展人权服务。建立了一支由海内外志愿者组成、具有一定组织化、专业化规模的人权服务团队，取得了[星夜营救受害7少女]、[中国第一个89死难者索赔成功]、[6岁女童维权成功]等上百个人权成功案例，其中，与中国政府共同终结强迫20万农民切除阑尾的规定，更被称为上世纪[中国最大的民间维权案件]。
无疑，原天网寻人事务所本身就是NGO的雏形，并承载人权NGO的诸多使命。
早在上世纪，人民日报、中央电视台、新华社、北京青年报等数百家中国官方媒体，就在[天网寻人故事多]、[天网寻人,圆万家团圆梦]、[巴蜀万名船员阑尾被切]、[有话好好说]、[1999 九大网事]、[全国媒体关注我国首家寻人网站]、[星夜营救受害少女]、[万家团圆是我的心愿]等报导中详实记载了天网人权之路。
美国国际记者保护协会、大赦国际、人权观察等人权组织则明确指出：天网是中国第一家人权网站。
20世纪末，中国司法机关以“为六四鸣冤、为民运呐喊、为法轮功叫屈；拟把天网建成人权网站”为由，把天网创始人黄琦送入监狱。
八年来，不论是站在民间维权第一线还是走进铁窗，天网工作人员始终为人权呐喊，从未放弃客观、人道、志愿、公正、公平的立场，从未向任何侵犯人权的势力屈服。
我们认为：中国应以联合国《世界人权宣言》为基础；大陆人权进步需要中国政府、社会各界人士和人权NGO一起推动。天网人权事务中心将秉承有目共睹的工作作风，继续根植于草根民众，努力促进官民互动，全方位开展人权服务。
同时，我们依旧坚持8年前的观点：人权是权利之首；保护人权充满坐牢、流血和牺牲的风险。由于5000年专制统治根深蒂固，即使在中共体制之后，人权活动者还将是异议者，还要坐牢、流血和牺牲。
在中国天网人权事务中心成立之时，让我们一起向已经失踪、入狱或早逝的部分志愿者，向八年来帮助天网人权、人道事业的海内外志愿者和支持者致以深深地敬意。

中国天网人权事务中心项目：
一、主办《六四天网》网站，将以及时、客观、人道、公正的立场报导大陆人权受到侵犯群体的新闻。
二、在大陆开通“天网人权热线”、联络志愿者，为需要帮助的群体及时提供相关服务。
三、保持对权益受到侵犯个案的关注，并在自身条件具备的情况下，对缺乏相关资源的群体展开帮助。
组织架构：天网自成立以来一直有义工团队做支撑，我们将在未来一年内进行组织内部结构治理，并制订组织章程。“中国天网人权事务中心”组织构架将由理事会、监事会、顾问团队、义工团队等组成。
经费来源：天网从“天网寻人事务所”成立开始，由其创始人黄琦先生出资创办寻人事务所和“天网”。目前，天网由海内外关注大陆人权事业的各界人士提供。
一、中华人民共和国宪法规定公民有结社自由，但是到目前为止，中华人民共和国政府对非政府组织社团注册依然采取限制的态度。
二、天网认为：人权无国界，更没有阶级、阶层的界限。如果中国天网人权事务中心作为人权NGO在大陆无法注册，我们将在国外注册。

1、1998年10月中国第一家专业寻人事务人权机构天网寻人事务所诞生；1998年12月4日夜，从解救被拐卖农村7少女开始，天网逐步介入全方位人权服务。
2、1999年6月4日，[天网寻人]网站成立，该站也称[六四天网]或[天网呐喊]，并被国际记者保护协会、人权观察、大赦国际等国际组织公认为中国第一家人权网站。
3、2000年6月3日，天网创始人被捕，3年后被判处5年徒刑。当局抓捕黄琦的主要理由是：为六四鸣冤、为民运呐喊、为法轮功叫屈；拟把天网建成人权网站。
4、黄琦入狱后，天网一直运行到2004年初直到资源完全枯竭。但是，天网义工依然在各领域坚持人权工作。
5、2005年6月4日，黄琦出狱，立即开始筹办重建天网。
6、2006年2月，天网[六四天网]网站开始重新建设，2006年4月19日，天网网站试运行，并大规模开展人权活动。
7、2006年12月31日，中国天网人权事务中心成立，并开始将天网人权事务纳入NGO模式运作。

After 250 days trail operation, 64tianwang.com announced today, 31st,Dec.2006 that he will to be reorganized as China Tianwang Center for Human right Affairs( CTWHR).
Since 1998 ,beginning as a small lost people finder firm “Tianwang People Finder Affair” , 64tianwang.com has supplied Human Rights Service for Chinese people using internet and its website as an effective communication tools in China. It has now established a relatively specialized Human Rights Service team with volunteers from both oversea and mainland China.
“64Tianwang.com has achieved more than 100 successfully Human Rights Defense cases in last few years.” Mr.Huang qi, this new NGO organization founder said.
During its early operation in last century, hundreds of Chinese official media, include Peoples’ Daily, CCTV,Xinhua News Agency, Beijing Youth Daily, ect., has reported its human rights defendants stories .
International Human Rights Orgnization, such as Amnesty International, Human Rights Watch, also reported Tianwang.com as the first Human Rights website in mainland China.
At end of last century, Chinese Juristical System jailed tianwang.com’s founder Mr.Huang qi, for Appeal on 1989,June 4th massacre, and FalunGong Spiritual Movement, and try to make tianwang.com a human right website.
“In last 8 years, workers and staffs never surrender to any strong power ,and insist on the principle of Objective, humanity, volunteer, Justice in its human rights defender actions.”Huang qi added.
“China should be reformed according to the UN’s Universal Declaration of Human Rights”, this new organization said, “Our Chinese Human rights progress need Chinese government, Chinese society and Human rights NGO work together.”

The abbreviated name: CTWHR
Purpose of the organization: to adhere to objectivity, humanity, a fair viewpoint, to protect human rights by a nonviolent method with reason, according to the UN’s “The Universal Declaration of Human Rights” to help people whose human rights have been infringed.
Range of service： to assist human rights victims

I. Keep the stand of objectivity, humanity and justice, by “64Tianwang.com”, to report promptly news of people whose human rights have been infringed.
II. To set up “Tianwang human rights hotline” in China Mainland, to get contact with volunteers and offer prompt service to people who need help.
III. To keep constant concern with rights and interests infringed cases, under our present condition offer help to people who are lack of relevant resources.
Structure of organization: Since “64Tianwang.com” has been set up, there are always volunteers who continue to support it. This year we will put our internal structure in order and formulate regulations of our organization. “China Tianwang Center for Human rights Affairs” will consist of the board of directors, the board of supervisors, the consultant group, volunteer group, etc.
Source of expenses: Starting with “Tianwang People Finder Affair”, its founder, Huang Qi provided expenses to set up the office of “Tianwang People Finder Affair” and “64Tianwang.com”. At present, Tianwang has been supported by donations from people from all walks of life in China and overseas, who are concerned with human rights of China Mainland.
I. The constitution of the People’s Republic of China stipulates that citizens enjoy freedom of association but up till now the PRC government still impose restrictions on the registration of non-government organization and association.
II. Tianwang believes that human rights have no national boundaries and have no limits of class and status, either. If it is impossible for Tianwang to register as a NGO of human rights in Mainland China, we will register overseas.

1. In Oct. 1998, the first professional people finder affair human rights organization, “Tianwang People Finder Affair” was set up. Beginning with the rescue of seven kidnapped country girls on the night of Dec.4 in 1998, Tianwang gradually get involved in human rights service in all respects.
2. On June 4, 1999, “Tianwang People Finder” website was set up, also called “64Tianwang.com” or “Tianwang Appeal” and it was regarded as the first human rights website in China by the international reporters protecting association, Human Rights Watch, Amnesty International and other international organizations.
3. On June 3, 2000, the founder of Tianwang was arrested and three years later he was sentenced to five years of imprisonment. The main reason for the government to arrest Huang Qi was that he had been appealing for 1989, June 4th massacre, and Falun Gong Spiritual Movement, and tried to make tianwang.com a human right website.
4. After Huang Qi was put into jail, Tianwang continued till the beginning of 2004, when financial resources were totally exhausted. But the volunteers of Tianwang keep doing human rights work in various parts of society.
5. On June 4, 2005, Huang Qi was released from prison and he started preparing to rebuild Tianwang.
6. In Feb. 2006, Tianwang “64Tianwang.com” started to be rebuilt. On April 19, 2006, Tianwang began trail operation and launched human rights activities on a large scale.
7. On Dec.31, 2006, China Tianwang Center for Human rights Affairs was established. And Tianwang human rights affairs will be put into the operation of NGO.
