美国总统布什先生:
我们写这封信,主要是请您在去中国访问之前关注一位著名人权律师高智晟。根据大赦国际和其他媒体的报导,北京市司法局关闭了高律师的事务所,理由是他拒绝收回敦请胡锦涛和温家宝停止迫害法轮功的公开信。
高先生是中国国家司法部评比2001年中国十佳律师之一,他是中国人权的象征。他的晟智律师事务所受理了一系列很有影响的案例,其中有广东省太石村村民和村干部土地纷争案。这个诉讼案被认为是中国地方政治民主的试金石。
近年来,高先生逐渐关注受到严重迫害的法轮功团体。他最近给胡锦涛和温加宝写了一封公开信,信中明确表示在中国对法轮功的迫害是“系统的、大规模的、有组织的”“野蛮迫害的暴行”。高先生告诉中国领导人:中国人民“无法接受这种公然反人类的野蛮暴行发生在21世纪的人类社会、发生在有政府存在的今天的中国的现实。”他敦促中国领导人尊重法律规范,在“在民主、法治和宪政的基础上创建新的中国。”
高先生是中国人民良知的代表,他以非凡的勇气公开反对中共政权,试图让中共遵守它自己制定的法律。没有几个律师能这样做。高先生为中国公正和法制的维权抗争,他非常清楚自己的危险处境。他在一次媒体采访中说:“面对中共官员的威胁和迫害,我已准备好放弃自己的一切。”
我们希望总统先生在访华期间能帮助高律师。他的律师事务所可以用法律手段帮助很多没有言论自由的中国人。就在他的律师事务所关闭之前几小时,他还受理了为地下传教士蔡卓华的辩护案,蔡被指控非法印刷圣经和其他基督教经典书籍。您的属下官员曾于2004年9月对蔡案表示关注。
帮助高律师回复正常行使律师的权力会是为中国人民建立民主法制的社会的伟大贡献。只有当越来越多的中国人民像高先生一样勇敢站出来时,中国才会有希望,才能成为世界和平的一部分。我们都希望那天会很快到来。

Dear Mr. President:
We are writing to call your attention to the plight of Gao Zhisheng, a well-known human rights lawyer in China. According to reports from Amnesty International and the media, Mr. Gao’s law firm has been shut down by the Beijing Bureau of Justice because he refused to retract his recent open letter to Hu Jintao and Wen Jiabao in which he urged them to end the persecution of Falun Gong. We urge you to speak out for attorney Gao during your upcoming visit to China.
Mr. Gao was named among the top ten Chinese lawyers in 2001 by the Chinese Ministry of Justice and is widely considered a symbol for human rights in China. His law firm, the Shengzhi Law Office, has recently been involved in a number of high-profile cases, including a land dispute case filed against locally elected officials in the village of Taishi, in Guangdong Province. This is regarded as a test case for democracy at the local level in China.
In recent years, Mr. Gao turned his attention to the ongoing severe persecution of Falun Gong. In a recent letter to President Hu Jintao and Premier Wen Jiabao, Mr. Gao frankly described the persecution of Falun Gong as a “systematic, large-scale and organized persecution and a barbarian atrocity.” He wrote that China “cannot accept the fact that such barbarian and inhuman violence is still occurring in China in the 21st century.” He urged the nation’s leaders to work to rebuild China based on democracy, the rule of law, and the Chinese constitution.
Mr. Gao is seen as the conscience of the Chinese people. He is one of the few lawyers who have the immense courage to speak out openly against the communist regime. Mr. Gao understands the risks he is taking to fight for justice and the rule of law in China. In a media interview, he said, “I am ready to risk all I have in order to confront any crime or threat from CCP officials.”
We hope that you will support attorney Gao during your visit to China. Many Chinese people need legal help from his office. Hours before his office was shut down, he filed an appeal on behalf of Cai Zhuohua, an underground Protestant pastor accused of illegally printing Bibles and other Christian literature. In September 2004, your administration expressed concern about Mr. Cai.
Helping attorney Gao to reinstate his full authority as a lawyer would be a great contribution toward establishing a democratic China that follows the rule of law. Only with more people like Mr. Gao, can China have a good future and become a peaceful member of the world community. We all hope this day will come soon.
